L <br />i~ <br /> <br />n <br />D <br />i~ <br />i <br />7 <br /> <br /> <br /> <br />C <br />L <br />i~ <br />farming practices will occur on the prime farmland soils in any development <br />scenario, <br />Designated parks, recreation areas, or trails <br />Based on the information from the Sherburne County Parks, Trails, and Open Space <br />plan, a proposed trail corridor is identified through a portion of the study area. This <br />proposed trail corridor would be an extension of the Anoka County Mississippi <br />River Regional Trail. No other parks or open space areas were identified within the <br />study area. Redevelopment under any scenario would not likely. impact the <br />potential trail alignment. If redeveloped under Scenario 1, a southwest portion of <br />the study area would be designated as open space. <br />Scenic views and vistas <br />The Mississippi River is located west of the study area and is considered "Scenic" <br />within this area. A portion of the study area is within the City's designated Wild and <br />Scenic overlay district. Under the existing conditions, much of land within the study <br />-.area that is within the Scenic district is in agricultural production. Under Scenario 1, <br />the Scenic area within the study area would redevelop into a combination of open <br />space, rural residential, and light industrial. Scenarios 2 and 3 would result in <br />redevelopment of the Scenic area into high density residential, destination retail, <br />and service/commercial. Under any scenario, the redevelopment will change the <br />look of the study area, but it will not impact the scenic area directly adjacent to the <br />Mississippi River. <br />Nearby Resources Mitigation Plan <br />• Per the City's ordinances, park dedication will be in conformance with City Code <br />and the City's Park Plan. <br />• Trail connection to the Mississippi River Regional Trail will need to be <br />incorporated into development plans for the area. <br />26. Visual impacts. Will the project create adverse visual impacts during <br />construction or operation? Such as glare from intense lights, lights visible in <br />wilderness areas and large visible plumes from cooling towers or exhaust <br />stacks? ^ Yes ®No <br />If yes, explain. <br />' Only routine visual impacts associated with construction of typical residential, <br />commercial, and light industrial land uses are anticipated by development within <br />the area. The development of high density residential along the Mississippi River as <br />' proposed in Scenarios 2 and 3 may have more of a visual impact than the proposed <br />open space in Scenario 1, as well as the existing agricultural land use.
