2013 No-Build <br />The 2013 no-build condition assumes the roadway configuration on TH 10 / 169 <br />following the completion of the Mn/DOT mill and overlay project and prior to <br />develuptiient in the study area. This included revising the fuii movement access at <br />173rd Avenue to a right-in /right-out and maintaining the full movement access at <br />165 Avenue. The results of the analysis are shown in Table 21- 7. The TH 10 at 171St <br />Avenue is the only result shown in the table since all other intersection in the study <br />area would continue to operate at LOS C or better during both the AM and PM peak <br />hours. <br />The results of the analysis indicate that with closing of the 173rd Avenue intersection <br />and with only background traffic growth (no development traffic), the intersection of <br />TH 10 / 169 and 171St Avenue will be operating at a LOS F in the PM peak hour. This is <br />primarily the result of the additional left turn traffic turning left from TH 10 / 169 to <br />171St Avenue. In order to mitigate this deficiency a dual left turn lane was assumed for <br />southbound TH 10 / 169 to eastbound 171St Avenue. The results indicate that the <br />overall intersection would then be operating at a LOS D with only the westbound <br />171St Avenue approach at a LOS E. The results of that mitigation are shown in Table <br />21-8. <br />Table 21- 8 - 2013 No-Build with <br />Phase 1 Development Completed <br />The baseline condition for Phase 1 assumed the mitigation proposed in the 2013 no- <br />build was completed and the phase 1 area was fully developed. Tables 21- 9, 21- <br />10 and 21-11 show the results of the Phase 1 development conditions with the <br />baseline roadway configuration. The TH 10 at 171St Avenue is the only result shown <br />in the table.
