different vehicle types and speeds. It outputs estimated vehicle delay and queue
lengths at each intersection being analyzed.
Synchro/SimTraffic was used not only to project future LOS conditions, but to define
existing conditions using existing signal timing and traffic count information
described previously. The traffic analysis was conducted for the following
conditions for each Scenario:
1. Existing 2011 No-Build
2. 2013 No-Build (beginning of phase 1)
3. Phase 1 Completed
4. Phase 2 Completed
5. Full Development (Phases 3 - 5 completed)
The results of the LOS analysis for each condition and Scenario are discussed below.
Existing 2011 No Build
The existing no-build condition assumes the in-place intersection control and
access. The existing no-build conditions were analyzed to determine the current
level of operations of the study area and to set a baseline in determining what future
roadway improvement are needed and when they maybe required. Table 21- 6
shows the results of the LOS analysis for the existing no-build conditions.
City of Elk River
' Draft Alternative Urban Areawide Review
August 2011
