Box 490 <br />Elk River, Mn 55330-0490 <br /> <br />RE: HILLSIDE CROSSING FOUR <br /> <br />Dear Mr. Ach: <br /> <br />As requested, we have reviewed the proposed plat for Hillside Crossing Four. As you are <br />aware, this is the replatting of Outlot B, Hillside Crossing Two. This is the parcel of land at the <br />north end of Evans Street between 196th and 197th Avenues. Based on our review and the <br />comments received at the staff review meeting, we would offer the following comments: <br /> <br />There is a 50-foot no-cut strip along the north end of this site as part of Hillside Crossing <br />Two. I do not believe that this no-cut easement can be shown on a plat, but it should be <br />kept in mind as development is proposed in Lot 1. <br /> <br />The development of either Lot 1 or Lot 2 of this proposed plat should cause the <br />construction to take place on 196th Avenue at the south end. As you are aware, this road <br />was graded in as part of the Hillside Crossing Two plat, but only the curb line on the south <br />side was placed, so that the Menards site could be finished. The remainder of this street is <br />currently unbuilt. <br /> <br />We have discussed with the recent Amoco proposal the advantage of limiting driveway <br />access on Evans Street between 196th Avenue and 197th Avenue. Depending on the end <br />users of Hillside Crossing Four, it would be advisable to limit driveway access to only off of <br />196th Avenue. This issue should be reviewed when site plans for the two lots are <br />submitted. <br /> <br />4. This plat should pay a seal coat impact fee for 196th Avenue of $750. <br /> <br />As the site develops, depending upon the intensity of the development, it will be necessary <br />to extend watermain into the site and place hydrants for fire protection. Depending on the <br />type of development, it may even be necessary to loop the watermain around the perimeter <br />of the site for fire fighting purposes.
