Memo to the Mayor and City Council/CU 97-22 <br />October 20, 1997 <br />Page 2 <br /> <br />Site Plan Review <br /> <br />Staff has reviewed the proposed development plans by Culvers Restaurant <br />and have completed a list of comments which are made part of the Planning <br />Commission report. Please refer to that report for additional information. <br />Two issues which stood out at the Planning Commission meeting centered <br />around the drive-through lane and the access driveway off of Evans Street. <br />Culvers has made the appropriate changes to the drive-through allowing a <br />stacking distance of 5 vehicles which is required by city ordinance. However, <br />staff has pointed that any vehicles beyond 5 will have the possibility of <br />obstructing the entrance into the Culvers Restaurant. Culvers has indicated <br />their business is much different than a McDonalds or Taco Bell, whereby 65 <br />percent of their traffic is walk-in while 35 percent utilizes the drive-through <br />window. <br /> <br />The second issue discussed by the Planning Commission and staff related to <br />the entrance drive off of Evans Street. This entrance drive will not only <br />provide access to Culvers Restaurant but also to the future commercial <br />building on the adjacent lot. The future building may have a square footage <br />of approximately 30,000 s.f. based on the available parking that is left once <br />the Culvers is developed. The developer has indicated a secondary driveway <br />further to the south off of Evans Street would be preferred to allow for <br />additional opportunities to access the site. The location of this driveway will <br />need to be strategically located so it is not too close to Sax Foods' driveway or <br />the proposed driveway for Culvers. The concern relating to the proposed <br />access drive off of Evans Street is the conflicting movements of vehicles <br />backing in and out from the Culvers Restaurant with the traffic entering the <br />site through one of the primary drive aisles to the future commercial <br />building. Typically, commercial developments which have pad sites within a <br />parking lot try to create some separation to give identity to the business and <br />reduce traffic problems. For example, Arbys and Midas Muffler in Elk Park <br />Center are adjacent to driveways to the development; however, do not have <br />parking areas backing up to those drive aisles. <br /> <br />Recommendation <br /> <br />If the City Council has no problems with the proposed site plan submitted by <br />the developer and Culvers Restaurant, staff would recommend the following <br />conditions: <br /> <br />THE MONUMENT STYLE SIGN MAY BE ELEVATED WITH THE USE OF A BERM IF THE BERM <br />IS EXPANDED IN SIZE AND MADE PART OF THE OVERALL LANDSCAPING.
