The first graphic below illustrates the percentages of water, wastewater, <br />`,, ' ~ and stonnwater systems reported routinely transferring funds from the utility fund to <br />other accounts. The basis for transfer amounts varied. Some were an annual dollar <br />amount, others were based on a percentage of revenues, and still others were based on <br />a percentage of the budget.
