In addition to the parking stalls on Central <br />Lutheran's property, the Lions Park parking area which is immediately to <br />the south has been used during peak services. This shared parking <br />arrangement between the church and the city has presented no problems in <br />the past and the two uses appear to be an excellent complementary use. <br /> <br />Parking Improvements <br /> <br />Last year, Central Lutheran Church made several improvements to their <br />parking lot on the east side of the building. Along with this building <br />expansion staff is recommending similar improvements be made to the west <br />parking lot. These improvements will consist of wrapping the perimeter of <br />the parking lot with curb and gutter with the exception of the western edge of <br />the parking lot which is adjacent to some existing mature pine trees. <br /> <br />Fire Hydrant <br /> <br />Originally, the Fire Chief recommended an additional fire hydrant be <br />provided on site for further fire protection purposes. Upon further review, <br />the Fire Chief has withdrawn his recommendation, realizing the site has <br />adequate fire hydrants around the perimeter to provide the adequate fire <br />protection. <br /> <br />Recommendation <br /> <br />It is recommended the City Council approve the conditional use permit for <br />Central Lutheran Church to expand the existing church facility and make <br />various site improvements with the following conditions: <br /> <br />CONTACT WITH ELK RIVER MUNICIPAL UTILITIES SHOULD BE MADE REGARDING THE <br />RELOCATION OF THE TRANSFORMER PAD. <br /> <br />PARKING LOT IMPROVEMENTS INCLUDE EXTENDING CURB AND GUTTER <br />THROUGHOUT THE REMAINING PORTIONS OF THE PARKING LOT WITH THE EXCEPTION <br />OF THE WESTERN-MOST EDGE ADJACENT TO THE EXISITNG PINE TREES. <br /> <br />3. ALL DISTURBED AREAS BE EITHER SEEDED OR SODDED. <br /> <br />FOUR COMPLETE SETS OF PLANS SHOULD BE SUBMITTED FOR APPROVAL PRIOR TO <br />ISSUANCE OF A BUILDING PERMIT. <br /> <br />\\elkriver\sys\shrdoc\council\cu97-23.doc <br /> <br /> <br />
