Park & Recreation Commission Minutes <br />July 13, 2011 <br />DRAFT Page 3 <br />Lions Member, Marty Brady explained that when there is a member interested in <br />using the facility it is put to the club board for a vote of approval and that all Elk <br />River Lions Members are to be invited to the function. <br />Commissioner Niziolek recommended that the Lions Club create a written policy <br />about what functions are approved and the process of approval, if they didn't already <br />have one in place. <br />Commissioner Peterson suggested having two parts in the written policy; civic <br />function vs. personal function. <br />Commissioner Anderson requested staff to work with the Elk River Lions and Ciry <br />Counsel to write a recommendation to the Ciry Council. <br />Mayor Dietz recommended that the Elk River Lions Club create an "Approved <br />Event" form to hand into the Recreation Staff. <br />7.LC. Do,g Park Relocation <br />Planner/Park Planner, Chris Leeseberg reported that staff reviewed the first dog <br />pazk relocation proposal and continues to recommend the Pazks and Recreation <br />Commission recommend approval of the proposed relocation to Orono Park. <br />Commissioner Niziolek expressed concern about dogs walking through the picnic <br />area where there will be more people present. <br />Commissioner Peterson asked what it will cost to move and reconstruct the dog park <br />to Orono Park. <br />Mr. Leeseberg shazed the only expense will be labor costs, the current fencing will be <br />reused. <br />MOVED BY COMMISSIONER PETERSON AND SECONDED BY <br />COMMISSIONER AHLNESS TO RECOMMEND TO CITY COUNCIL <br />TO RELOCATE THE DOG PARK FROM LIONS PARK TO ORONO <br />PARK. MOTION CARRIED 5-0. <br />7.2. Discussion Items <br />7.2.A. Rum River Recreation and Resources Board Presentation <br />Recreation Manager, Steve Benoit introduced two board members of the Rum River <br />Recreation and Resources Board, Mark Riverblood and Dave Patton. <br />Rum River Recreation and Resources Board member Dave Patton presented the <br />groups purpose and vision and that they are doing a campaign to reach out to other <br />jurisdictions to connect trails and collaborate on projects. <br />
