Patk & Recreation Commission Minutes <br />July 13, 2011 <br />DRAFT Page 2 <br />Mr. Benoit expressed that this year's summer staff has proven to be motivated, <br />positive and clearly enjoying delivering quality programs to the public. <br />Mr. Benoit reported that staff will begin developing a City of Otsego recreation <br />proposal that would benefit both Elk River and Otsego residents. <br />Mr. Benoit discussed the following department updates: the impact of the state level <br />government shutdown on city parks; and that the City Council will be holding a <br />workshop to discuss a proposed partnership with the City of Elk River for the <br />construction and operation of an athletic dome. <br />Action/Discussion Items <br />7.1. Policy Issues <br />7.1.A. Eagle Scout Presentation <br />Boy Scout, Ryan Toth presented his idea for working on his Eagle Scout Project that <br />would benefit Woodland Trails Park; building new signs and map holders to replace <br />the existing ones. <br />Commissioner Anderson commented that he was involved with the first Eagle Scout <br />who created the original signs and map holders and thinks it would be a great <br />project. <br />MOVED BY COMMISSIONER NYSTROM AND SECONDED BY <br />COMMISSIONER NIZIOLEB TO APPROVE SIGN AND MAP <br />HOLDERS, WHILE WORffiNG WITH CITY STAFF ON DESIGN AND <br />HOW MANY POSTS ARE AVAILABLE. MOTION CARRIED 5-0. <br />7.1.B. Lions Club Facility Usaee <br />Recreation Manager, Steve Benoit discussed the Indoor Facility Rental Policy in <br />regards to the Elk River Lions Club. <br />Commissioner Anderson asked how often this is an issue. <br />Mt. Benoit stated that it depends on the time of year and that what staff has been <br />instructed do is conflicting with what the Lions Club has been following. <br />Mayor Dietz raised the point that this may be a legal issue of a 501c3 group getting <br />preferential treatment and that the city attorney should be consulted regarding the <br />issue of being able to rent the facility for personal events at a rate of $25. <br />Commissioner Anderson asked the present Elk River Lions Club members how a <br />personal function was determined by the club to be an Elk River Lions Club event. <br />
