15. Water Surface Use. Will the project change the number or type of watercraft <br />on any water body? <br />^ Yes ®No <br />If yes, indicate the current and projected watercraft usage and discuss any <br />potential overcrowding or conflicts with other uses. <br />16. Erosion and Sedimentation. Give the acreage to be graded or excavated and <br />the cubic yards of soil to be moved: NA acres; NA cubic yards <br />Describe any steep slopes or highly erodible soils and identify them on the site <br />map. Describe any erosion and sedimentation control measures to be used <br />during and after project construction <br />Existing Conditions <br />A detailed list of the soils present on the site is provided in Item 19. The site can be <br />described as generally flat in the western portion of the site with some gently rolling <br />hills in the eastern portion of the site. Of the soils on the site, the following are listed <br />as highly erodible (HEL) (see Figure 16-1): <br />• 258E: Sandberg (HEL) <br />Scenario 1 <br />In this scenario, much of the proposed area would be graded to construct roads, <br />residential, and commercial/industrial areas. Seventy-five acres on the eastern side <br />of the study area would remain as agricultural land use and approximately 14 acres <br />along the southwestern border would be designated as open space. <br />Scenarios 2 and 3 <br />In these scenarios, much of the proposed area would be graded to construct roads, <br />residential, and commercial/industrial areas. <br />For all scenarios, it is anticipated that grading will be needed to accommodate <br />building pads and storm water drainage from the area. It is anticipated that grading <br />will be phased over the next 2-20 years, depending on development demand. The <br />timing of development will be largely dependent on the timing of construction of the <br />required infrastructure improvements, such as trunk water and sewer <br />improvements and roads. <br />Erosion and Sedimentation Mitigation Plan <br />• A Storm Water Pollution Prevention Plan (SWPPP) in conformance with the <br />NPDES regulations will be needed for any development in the study area. <br />Review of the SWPPP for each development will be required by the City. <br />City of Elk River <br />Draft Alternative Urban Areawide Review <br />July 2011 <br />Page 38 of 84 <br />
