Meeting Schedule - I-IP,_6 Feedback The meeting schedules of the EDA, HIL{ and Council were discussed. Cound_kmember Moti_n updated the Council on the H_.;L~_ discussion of this issue. Ir was the consensus of the Council to set the folloWmg meetmg schedule for the City Council, EDA and HR& for 2003, provided the EDA and H_R_& concur with the tunes scheduled for the EDA and NRA meetings. Second Monday Third Monday Fourth Monday EDA - 5:30 p.m. City Council - 6:30 p.m. City Council - 6:30 p.m. I-{tLA - 5:00 p.m. City Council - 6:30 p.m. 7. Staff Updates There were no staff updates. The Council recessed to the training room for a CIP work session. 2003 Capital Improvement Provam Gas Franchise Fee The City Council discussed the issue of a gas franchise fee. Mayor I~d/nzing indicated that she has heard from her constituents that they are not interested in seeing this type of a tax. She indicated that it is perceived as a hidden tax. Coundlmember Kuester indicated that if this type of tax were used, she would want to ensure that there is a specific use for the money such as the pavement replacement program. Counc/Lmember Tveite indicated that he is also concerned w/th the perception o£ a hidden tax. He further indicated that using th.is tjq~e of a fee for the pavement replacement pro~arn would ensure that all endties and property owners are paying them fair share for the pavement replacement program. Councilmember Motin indicated that paying for the pavement replacement progrmn through this q~pe of franchise fee makes more sense than using the general fund. Counc/irnember Dietz indicated that he is not sure he wants to move forward vnth the gas franchise fee at tl~s time. It was the consensus of the Council not to pursue the use of a gas franchise fee at this time.
