Park & Recreation Commission Minutes <br />Apxd 13, 2011 <br />Page 2 <br />Recreation Manager, Steve Benoit shared the Elk Rivcx Senior Center and Elk River <br />Ice Arena staff reports. <br />Mr. Benoit explained how recreation staff conducted two summer group interviews. <br />Mr. Benoit stated that staff have completed and submitted and Outdoor Recreation <br />Grant, if awarded this grant will secure funds to aid in the installation of lights on the <br />four upper &elds at the Youth Athletic Complex. <br />Mx. Benoit reported that the City has entered into an agreement to purchase the <br />parking lots in historic downtown, behind Daddyo's as well as a section of the lower <br />lot next to River's Edge Commons Park. <br />Mr. Benoit shared the staff have completed and submitted several grant applications <br />in an effort to secure funding to aid in the purchasing of the Bailey Point property. <br />Mr. Benoit stated that interviews had begun fox the Parks and Recreation Director <br />position. <br />Discussion/Action Items <br />7.1.A. Indoor Facility Use Police <br />Recreation Manager, Steve Benoit reported staff recommended updates to the <br />Indoor Facility Use Policy. <br />Commissioner Jaker stated that under Alcohol #2, some of the original statement <br />was lost when draft was created. Would recommend keeping the phrase that alcohol <br />be served with food. <br />Commissioner Jaker suggested that instead of listing what renter cannot use to hang <br />things up as decorations that policy should state "see the staff for more details". <br />Mayor Dietz asked ifnon-resident fees should come down with the thought that <br />they may bump a resident from being able to rent. <br />Mr. Benoit stated that to rent a facility it is first come, first served. <br />Commissioner Karlsen asked why the kitchen would be taken out. <br />Mx. Benoit stated that the kitchen does not have industrial stove and refrigerator to <br />bring it into code. If the kitchen is listed on form it sends the message that it is <br />usable as an industrial type kitchen. <br />Commissioner Karlsen asked why the bandshell would not be avaIlable for renting <br />any longer. <br />
