DESCRIPTION OF FIRM <br />EXPERIENCE AND QUALIFICATIONS <br /> <br />ELS is a Minnesota corporation which has provided land and right of way acquisition and <br />relocation assistance services since 1972. Our current level of staffing is 12 full time <br />employees and 3 part time employees, with individual experience in the right of way and <br />relocation fields of up to 35 years. Different employees have different areas of expertise <br />(often overlapping), but collectively the company has employees experienced in the areas <br />of title research and analysis, document and file preparation, negotiation and relocation <br />assistance (including compliance with local, state and federal procedural requirements). <br /> <br />ELS complies with all licensing requirements established by the State of Minnesota, <br />including the specific statutory requirement that the company be licensed as a real estate <br />broker and all employees involved in negotiation activities also be licensed as real estate <br />brokers or salespersons. Minnesota Statutes Sections 82.17, 82.18 and 82.19 mandate <br />that any person or company who attempts to negotiate the purchase of an interest or <br />estate in real estate be licensed under Chapter 82 except, in general, when the person is an <br />employee of a public utility or governmental unit and acting on behalf of their employer. <br />The law clearly requires that companies and personnel engaging in land and right of way <br />acquisition activities on a consulting basis be properly licensed, and ELS fully complies <br />with these requirements. <br /> <br />ELS has extensive experience in acquisition activities and relocation work for public <br />entities. The firm's staff is recognized for the wide variety of projects on which they have <br />worked under the guidelines of the Federal Uniform Relocation Assistance and Real <br />Property Acquisition Act of 1970, as amended, the implementing federal regulation 49 <br />CFR Part 24, and Minnesota State Statutes 117.50-117.52. We have also worked on <br />projects under specific funding sources such as the Department of Housing and Urban <br />Development, U. S. Army Corps of Engineers, Federal Aviation Administration, Federal <br />Highway Administration, and Minnesota State Aid. ELS presently provides acquisition <br />and relocation services to over 25 public entities. <br /> <br />ELS is the only consultant approved by Minnesota Department of Transportation for both <br />acquisition and relocation projects and we are currently providing services to them. <br /> <br />ELS maintains a staff of 12 full time employees who are qualified professionals with <br />diverse experience in land acquisition which insures the quality and cost effective <br />implementation of each project.
