Weiss PE, President <br />City of Rogers City Engineer <br />Date: June 2, 2011 <br />Re: Calculation of annual benefit for the City of Elk River related to <br />the removal of the CSAH l44/TH lOl at grade intersection <br />701 Xenia Avenue South <br />Suite 300 <br />Minneapolis, MN 55416 <br />Tel: 763-541-4800 <br />Fax: 763-541-1700 <br />This memorandum provides additional detailed information related to the benefit that could be <br />realized by City of Elk River residents by constructing an interchange at TH 101 and CSAH 144 in <br />the City of Rogers. The City of Rogers is requesting funding participation and a letter of support <br />from Elk River for this important regional project. <br />We have estimated a $1.5 million local share of the estimated $22 million project cost that must be <br />paid by the City of Rogers and our partners. We identified benefits including the reduction of <br />crashes, reduced delay and increased economic development due to improved access to the City of <br />Elk River. The CSAH 144 intersection is on the City of Rogers northern border and has limited <br />impact to our residents and businesses from a delay and crash standpoint. The Rogers City Council <br />is most interested in the improved safety and access to the school facilities but recognizes the <br />regional benefit and is supportive of this project. It is difficult to quantify economic benefits <br />associated with better access, so we are not trying to justify that number with this memo. A <br />calculation of benefit related to crashes and delay is a much more recognized method. <br />This memo only addresses the reduction in delay and crash costs that can be attributed to the volume <br />of traffic passing through the intersection from the City of Elk River residents. Additionally, we <br />only used Elk River residents using TH 101 for their work commute. We could have attempted to <br />increase the number of trips using non-work related trips, but we wanted our analysis to be as <br />defendable as possible for the City Council. <br />Using only crash and delay savings for work related trips on TH 101, we have calculated an <br />estimated annual savings to Elk River residents of approximately $221,600 /year. <br />
