INFORMATION <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Justin Femrite, P.E. <br />DATE: July 5, 201 I <br />SUBJECT: Letter of Support to the City of Rogers -Interchange Project <br />on TH I O I at CR 144 <br />At the request of the Rogers City Council, their staff came to City Hall last week to meet <br />with Tim Simon and myself to ask for consideration of a Letter of Support and financial <br />contribution of $100,000 for an interchange project on TH 101 at CR 144. This intersection <br />is the last remaining intersection on TH 101 between I94 and Elk River that has a stop light <br />for north bound traffic. I have attached a memo prepared by Roger's City Engineer <br />regarding their request and the estimated benefit to the City of Elk River residents who <br />commute along this route. Rogers has received partial funding for the project through a State <br />Safety and Mobility (SAM) grant. They are currently putting together an application for <br />additional funding through the MNDOT Metro and MetCouncil process. Through this <br />application process, the City of Rogers feels their ability to show regional benefit and <br />cooperation for the project will be very much enhanced with neighboring communities <br />letters of support and financial contribution. <br />In our meeting we posed the question "If Elk River were to make the same request of <br />Rogers in the future would they make a contribution towards a project here?". Roger's City <br />Administrator, Steve Stahmer, responded by saying any improvement project on the Trunk <br />Highway system in Elk River would likely have limited benefit to their residents because the <br />general direction people commute to work is to the southeast toward the metro. That said, <br />Steve identified if we could show direct benefit to Rogers residents, similar to the benefit <br />they estimated for Elk River residents in the attached memo, they would consider our <br />request. <br />We left the meeting by saying we would check with our Mayor and Council to gauge any <br />interest in supporting the project. <br />1) Does the City Council have interest in supporting the Rogers financial request to allow <br />their staff to make a presentation on the project at an upcoming Council Meeting? <br />2) Do you have interest in approving a Letter of Support? If so, it will be included as a <br />consent item on an upcoming meeting. <br />
