Wapiti's liquor licenses have been to the Council numerous times over the past year. A chronological <br />history is attached. Wapiti's current licenses will expire at midnight on June 30, 2011. Tonight the Council <br />is considering whether to renew the liquor licenses. <br />The license applications are to serve and sell alcoholic beverages at the campground store building. The <br />campground store building is currently an illegal use. The Council should consider this in determining <br />whether the licensee has failed to comply with any applicable statute, regulation, or ordinance relating to <br />the conduct of the licensee's business. A copy of the Ciry Council resolution denying renewal of the <br />interim use permit for the store building is attached. The Council should also consider its resolution <br />denying renewal of the consumption and display permit for the store building, which is also attached. <br />Wapiti Park Campground, Inc. operates the Wapiti Park Campground, which operates pursuant to a <br />conditional use permit issued in 1984 and clarified in 1998. If the City Council determines that Wapiti <br />Park Campground is not being operated in compliance with its conditional use permit, then the City <br />Council should decide whether the licensee has failed to comply with applicable statues, regulations, and <br />ordinances relating to the conduct of the licensee's business <br />The Council should also consider whether renewal of the liquor licenses is consistent with the public <br />health, safety, and welfare. Attached is a report from the Police Chief indicating a larger number of police <br />calls to Wapiti Park over the past 5 years, many of which involve alcohol and intoxicated persons. <br />Incidents include several domestic assaults by intoxicated persons, including a recent assault of the <br />campground manager, domestic disturbances between intoxicated persons, several fights between <br />intoxicated persons, a severe injury to an intoxicated person who fell into a campfire, and driving while <br />intoxicated incidents.
