Many of the above-actions will be completed concurrently. It is anticipated that <br />the project will be let in February or March of 1998 with a Spring 1998 <br />construction start date. <br />The proposed improvements were outlined as follows: <br /> <br />Remove frontage road from Cretex Plant entrance to Upland Avenue. <br />Eliminate frontage road access to Upland Avenue from west and construct <br />cul-de-sac. <br />Install signal system at TH 10 and Upland Avenue intersection. <br />Widen Upland Avenue north and south of TH 10 to provide for opposing <br />left turn lanes. <br />Close north Xenia Avenue access to TH 10 and left turn lane from TH 10. <br /> <br />The proposed signal system will be funded 50% by Mn/DOT, 25% by Sherbume <br />County, and 25% by the City of Elk River per Mn/DOT policy. <br /> <br />Resident Issues: <br /> <br />Several issues were raised by residents of the Upland Avenue area. A brief summary <br />of the issues is as follows: <br /> <br />How are signal projects prioritized and why has a signal not been installed at the <br />TH 10/Upland Avenue intersection prior to other signal systems that have been <br />installed in Elk River (Joplin/TH 10, 197th/TH 169). <br />VVhy was project not started when funding was initially programmed for the <br />project. <br />VVhat is history of accidents at Xenia Avenue. <br />Upland Avenue is presently not wide enough to accommodate traffic volumes. <br />Residents are concerned about local traffic from 8th Street entering Upland <br />Avenue during peak traffic times. <br />The issue of why Xenia Avenue is being closed was raised and why the <br />intersection could not be reconfigured to a fight-in/right-out only. <br />Some residents questioned the closing of the frontage roads, others expressed <br />that the frontage roads were dangerous and were in favor of closing. <br />The issue of whether or not there is an existing westbound dght turn lane from <br />TH 10 to Upland Avenue was raised, and that if there is not one, traffic must <br />make right turn movements from TH 10 westbound through lane. <br />Residents expressed concern about the established speed limits along TH 10 <br />from Proctor Avenue to Xenia Avenue and the variations in posted speeds along <br />this stretch of TH 10. <br /> <br />AJB/et <br />O:~proj~230326~326-2909.a ug <br /> <br /> <br />
