The goal of this component is to curb the free flowing drug market that seems to be present in Elk
River at this time. We don't expect to put a large dent in the amount of drugs being moved
around Elk River, but we hope to let these criminals know that someone is out there actively
trying to arrest them. We expect to increase the number of drug related arrests and investigations,
especially follow-up arrests and investigations stemming from an arrest.

Summary

Elk River has experienced and will continue to experience rapid growth in both population and
commercial/business areas. Along with this, we have experienced an increase in calls for service
and in arrests. The police department has been barely able to keep up with the increase and has
not been able to adequately address many of the concerns of the citizens shown above. The Elk
River City Council has occasionally freed up funds to allow overtime projects to address these
concerns but those funds have been very limited. Now, the new legislative Levy limits on local
municipalities will significantly reduce the amount of overtime funding available to address these
concerns. Funding through this grant would make addressing these citizen concerns a reality.

7
