,~sty of <br /> <br />Item # 7.7. <br /> <br />iver <br /> <br />TO: <br /> <br />MEMORANDUM <br /> <br />Mayor & City Council <br /> <br />FROM: <br />DATE: <br /> <br />Pat Klaers, City Admini~s~or <br />September 8, 1997 <br /> <br />SUBJECT: Consider Police Union Contract for <br /> 1997-1999 <br /> <br />At the July 28, 1997, Executive Session of the City Council, staff was given <br />further direction regarding the City Council's preferences for settlement of the <br />Police Union contract. On August 26, 1997, staff met with representatives of the <br />Elk River Police Union and reached a tentative agreement on a 3 year contract <br />for the years 1997 through 1999. A meeting of the Police Union and its business <br />agent was held in the afternoon of August 26, 1997, and the tentative agreement <br />was unanimously accepted by those present. <br /> <br />The terms and conditions of the tentative agreement is attached. This <br />attachment reflects what will be the changes in the Police Union contract. One <br />change from items previously discussed with the City Council is that the <br />agreement is for a 3 year period. The only other significant items to note <br />regarding this proposal are the wages for 1999 and the sick leave change for <br />1998. Regarding wages, instead of the typical 3% given throughout the calendar <br />year, the city has offered 2.75% on January 1, 1999, and an additional 1/2% on <br />July 1, 1999. Regarding the sick leave severance pay provision, the city has a <br />maximum payment amount of 12 days and this is proposed to be changed to 18 <br />days. This is the maximum allowed and only available if there is sufficient sick <br />time in reserve. It should be noted to the City Council that if this contract is <br />approved, the severance pay benefit will be recommended to be provided to all <br />city employees. Additionally, it is likely that the wage recommendation for all <br />city employees in 1999 will follow what is offered to the Police Union employees. <br /> <br />Recommendation <br /> <br />! believe the changes in the Police Union contract are consistent with direction <br />received from the City Council at its 7/28/97 meeting and I am therefore <br />recommending City Council approval of the 1997-1999 City and Police Union <br />proposal as outlined in the attached material. <br /> <br />13065 Orono Parkway · P.O.
