c~ty of River MEMORANDUM TO: FROM: DATE: SUBJECT: Mayor and City Council Sandra Thackeray, City Clerk September 8, 1997 Review Charitable Gambling Issue Relating to Number of Premises Permits ITEM 7.1. The City Council recently adopted an ordinance which prohibits more than one premises permit per establishment in the City of Elk River. This ordinance implies that a local establishment can only allow one charitable gambling organization to sell pull tabs or operate charitable gambling on its premises. At that time the Council grandfathered the Eagles and the VFW as they were both selling pull tabs at the Eagles Club during the time the ordinance was adopted. On August 18, 1997, the City Council reviewed a request from the VFW to renew two premises permits. The VFW currently sell pull tabs at the Sunshine Depot and the Eagles Club. While considering the premises permit renewal, the Council indicated that it would like to review number of existing premises permits and the number of establishments available for the sale of pull tabs. There is a concern that there are other local organizations who may want to sell pull tabs in the city, but are unable to do so due to a lack of permitted establishments to allow this activity. Currently there are two organizations that hold two premises permits allowing them to operate out of two different establishments. (VFW operating at the Eagles Club and the Sunshine Depot and Elk River Youth Hockey operating at Dick's Riverfront Bar and at Time Out Sports Bar).
