dity of <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />Item # 6.8. <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Steve Ach, City Planner.~~ <br /> <br />August 18, 1997 <br /> <br />193rd Avenue Between Proctor <br />and County Road No. ! <br /> <br />Consider Resolution No. 97- ., authorizing the closure of 193rd Avenue to <br />through traffic between Proctor Avenue and County Road No. 1. <br /> <br />Background <br /> <br />The status of 193rd Avenue has been discussed with the Council along with <br />the development plans for Lafayette Woods and most recently, Cherrywood <br />Hills. Both of these developments have been designed with no access to 193ra <br />Avenue; rather, have access points onto Proctor Avenue and County Road No. <br />1. <br /> <br />The area between County Road No. 1 and Proctor Avenue lying south of 193ra <br />consists of three property owners. Each of these property owners have access <br />to their property by way of either County Road No. 1, Upland Avenue or <br />Proctor Avenue. To be consistent with the County's goal of minimizing access <br />points onto the county road, all of the properties should have the opportunity <br />to gain access by some other means than County Road No. 1. The one <br />property which may rely most heavily on the need for 193rd Avenue is the <br />middle property currently owned by Mrs. Carton. As part of the Cherrywood <br />Hills preliminary plat, the Rush Street cul-de-sac was extended all the way <br />south to connect with 193rd. If Mrs. Carton is ever to develop her property in <br />the future, this cul-de-sac could be extended, providing the necessary access <br />to her property without having to use County Road No. 1. In the future, if <br />the adjacent properties to Mrs. Carton require reconstructing a portion of <br />193ra to develop their property, this certainly could be done and still preserve <br />the integrity of a pedestrian trail and keeping 193ra closed to through traffic. <br />As staff has pointed out in earlier discussions, the condition of 193ra is poor, <br />given the amount of traffic that currently utilizes the street as a cut-through. <br /> <br />13065 Orono Parkway · P.O.
