Memo to the Mayor and City Council/193r'l Closure <br />August 18, 1997 <br />Page 2 <br /> <br />Therefore, the best long term transportation pattern would to be encourage <br />the use of Proctor Avenue south to County Road No. I where signalization is <br />ultimately planned. <br /> <br />Pedestrian Trail <br /> <br />Attached are two plans identifying the pedestrian system within about a mile <br />radius of the 193rd Avenue corridor. Also, an attached plan shows the detail <br />of how 193rd Avenue could be converted to a trail corridor between Proctor <br />and the main city trail which divides the Lafayette Woods development and <br />Meadowvale Elementary School. <br /> <br />The utility improvements to serve Cherrywood Hills subdivision will most <br />likely involve the extension of sanitary sewer west of the plat to the main <br />trunk line located within the city's main trail (i.e., old abandoned railroad <br />right-of-way). The Lafayette Woods development may also have to use a <br />portion of 193rd for storm sewer improvements. Given these two utility <br />improvements within 193rd, it seems appropriate the restoration work after <br />the utilities are installed include the construction of a bituminous trail and <br />adequate seeding and/or sodding in place of the current roadway. This would <br />probably be the most appropriate time to officially close 193r~ to through <br />traffic. Some type of treatment at the intersection of 193ru and Proctor will <br />need to be completed to clearly identify the road being closed to vehicle <br />traffic. This treatment may include some earth berming along with some <br />planting to clearly identify the closure of the street to through traffic. <br /> <br />Recommendation <br /> <br />It is recommended the City Council approve Resolution No. 97- , closing <br />193r~ Avenue between Proctor Avenue and County Road No. 1 to through <br />traffic. <br /> <br />\\elkriver\sys\shrdoc\council\ 193close.doc <br /> <br /> <br />
