Guidelines for Addressing the Council <br />The REGULAR AGENDA consists of items requiring individual <br />consideration by the Council; for example, discussion of individual <br />development issues that have a significant number of community or <br />neighborhood concerns. <br />PUBLIC HEARINGSIPUBLICOOMMENT <br />Items on the agenda identified as PUBLIC HEARINGS are formal <br />proceedings that give citizens an opportunity to express their concerns <br />on a specific issue. Bylaw, the Council is required to hold public <br />hearings on the annual budget, public improvement projects, and <br />levying of special assessments. Although development review items are <br />not required to have a formal public hearing, the Council affords the <br />public the opportunity to speak on these issues. <br />The Council usually tries to complete action on each issue the night it is <br />placed on the agenda. However, depending on the situation, the hearing <br />or discussion may be continued to later in the meeting or to a future <br />meeting date in case more information maybe needed. <br />WORKSESSION MEETINGS <br />The City Council has a worksession meeting on the second Monday of <br />each month. Items included on the worksession Agenda are intended <br />to focus on broad policy issues, allow for discussion on more <br />complicated projects or issues, or to provide staff with direction on <br />projects. <br />Occasionally worksession meetings may be included on the agenda of a <br />regular meeting. <br />Persons attending a City Council meeting may address <br />the Council during the Open Mike time specified on the <br />agenda. <br />Presentations concerning agenda items will be <br />heard only upon approval of the Mayor. <br />An individual wishing to address the Council should <br />approach the podium; wait to be acknowledged by <br />the Mayor to speak, and clearly state his/her name <br />and address before making general remarks. <br />All remarks should be directed to the City Council. The <br />Council may wish to refer any questions to the proper staff. <br />Large groups are encouraged to express their <br />views through a single spokesperson rather than <br />individually. <br />Comment cards may be used for items when extensive <br />public participation is anticipated. If a person does not <br />want to speak, a written statement can be submitted <br />on a comment card. <br />To maintain order, applause or other unnecessary <br />disturbances are discouraged. <br />Petitions should be presented to the City Clerk. <br />Meetings held in Council Chambers are televised on Channel 12, so it's important to use the microphone. ~,~~:~ty~A~~~~~~~wd~„~e~~,n~~~~Me~~„x~~~ed~me~,~k~~re~da <br />
