Voting <br />Three members of the Council must be present to transact official <br />business. Most resolutions and motions of the Council are adopted <br />by a majority vote of those Councilmembers present. Some actions <br />require more votes, such as an ordinance related to zoning regulations, <br />which requires a 4/5 vote of the entire Council. The publication <br />of an ordinance in the official City newspaper is required before it <br />actually takes effect. <br />Only members of the City Council may vote on decisions before them. <br />The Council takes the comments by citizens, staff, and Commission <br />discussion along with recommendations and the interests of the general <br />public into account when making decisions. <br />Meeting Dates <br />Regular City Council meetings are held at 6:30 p.m. on the first and third <br />Mondays of each month in the Council Chambers at City Hall, 13065 <br />Orono Parkway. (Occasionally meeting dates are changed to avoid conflicts <br />with holidays or other events. Please call ahead for information on <br />specific meeting dates). <br />Worksessions are held at 6:30 p.m. on the second Monday of each month in <br />the Uppertown Conference Room at City Hall. The public is also welcome <br />to attend these informal meetings. <br />Minutes <br />Official minutes of Council meetings are prepared and kept by the City <br />Clerk and are reviewed and approved by the City Council (usually at the <br />next regular meeting). Citizens are <br />welcome to address the Council under the <br />section of the agenda entitled Open Mike. No <br />Council action on a request under Open Mike <br />should be expected at this meeting, since the <br />Council would want to study all proposals or <br />requests that are not of a routine nature. <br />THE CONSENT AGENDA <br />Elk River City Council uses a CONSENT <br />AGENDA procedure for routine, non- <br />controversial items needing little or no <br />deliberation.
