in having prepared the 171St Focused Area Study. SRF brings the most traffic and transportation <br />experience, but the sewer and water sub-consultant they brought on board showed little to no <br />comprehensive water and sanitary sewer planning experience. Technical soundness of the proposals <br />scored equal between WSB, Bonestroo, and Bolton &Menk. SRF scored lower in this area. <br />The time line proposed for the project varied slightly between the proposals. Bolton &Menk identified <br />completing the project by the end of December 2011; SRF identified completing the project by the end <br />of February 2012; while Bonestroo and WSB identified completing the project by the end of April 2012. <br />During the scoping of the project in the fall of 2010, staff met with representatives from Bolton &Menk, <br />Bonestroo, and SRF and was comfortable with their understanding and ability to complete this project <br />for us. We interviewed representatives from the WSB team on March 23, 2011 to insure they had <br />included everything we asked for in our RFP and understood our project. WSB's staff was professional <br />and demonstrated an in-depth understanding of the project and the AUAR process. We feel the WSB <br />team has the most streamlined approach which results in fewer hours spent on the project and overall <br />lower cost. In the interview of WSB they indicated they can expedite the schedule so the project can be <br />completed a couple of months earlier than listed in their proposal. We contacted some of the references <br />listed in WSB's proposal and other references not listed to assure their team was capable of completing <br />the work. All of the references we contacted gave strong reviews of WSB. Based on these references <br />staff is confident that WSB can perform above our expectations on this project. <br />Staff committee is recommending award of the AUAR and preliminary engineering report to WSB <br />Associates, Inc. Upon the approval of this work by the City Council, staff will work with WSB to finalize <br />a contract and begin work on the AUAR immediately. <br />FINANCIAL IMPACT <br />This approval will have a total financial impact of $99,294. This number represents a not to exceed <br />amount based on the scope of services requested in the RFP. This approved amount includes all of <br />WSB's anticipated reimbursable expenses for the project.
