City of <br />El <br />River <br />REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Mayor and City Council 5.4. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Administration A ri14, 2011 ustin Femrite, P.E. <br />ITEM DESCRIPTION REVIEWED B~/ <br />171ST Area AUAR and Preliminary Engineering Proposals erem Barnhart, Plannin Mana er <br /> REVIEWED BY <br /> Lori ohnson, Ci Administrator <br />ACTION REQUESTED <br />Approval of $99,294 for professional services, from WSB & Associates, Inc., for completion of the 171St <br />Area AUAR and Preliminary Engineering Report for Phase 1 improvements. <br />BACKGROUND/DISCUSSION <br />As approved and directed at the February 22, 2011 Council meeting, staff advertised a Request for <br />Proposal for the completion of an Alternative Urban Areawide Review (AUAR) for the 171st FAST <br />study area and a preliliiirlary engineering study for the required public improvements to complete Phase 1. <br />Proposals were due to our office by the end of the day on March 9, 2011. Staff received four proposals <br />for the completion of the work. A staff committee consisting of Jeremy Barnhart, Rebecca Haug, and I <br />reviewed and evaluated the proposals based on the following criteria as detailed in the RFP: <br />• Qualifications of proposal candidates (including all sub-consultants); <br />• Technical soundness of proposal; <br />• Innovative concepts/approaches to the project; <br />• Proposed time frame and schedule; <br />• Comparable projects successfully completed by the candidate; <br />• References, and; <br />• Total project budget. <br />The proposals received had associated costs for the work as follows: <br />AUAR <br />Bolton &Menk, Inc. $138,230 <br />Bonestroo, Inc $147,000 <br />SRF Consulting Group, Inc. $126,567 <br />WSB Associates, Inc. $88,054 <br />Pre. Eng. Report Total <br />$11,330 $149,560 <br />$17,000 $164,000 <br />$21,036 $147,603 <br />$11,240 $99,294 <br />All of the firms showed adequate experience in having prepared these types of documents in the past and <br />were similar in their approach and level of understanding of our project. <br />The qualifications of proposed candidates, including sub-consultants, were very close with higher points <br />given to Bolton &Menk and their partner HKGI.
