t~ver <br />MEMORANDUM <br />TO: Park and Recreation Commission <br />(~ 1,. ~ <br />FROM: Michele McPhersoh~; Director of Planning <br />DATE: February I I, 2004 <br />SUBJECT: Utilities Meeting Update <br />On behalf of the Park and Recreation Commission, I attended the February 10, 2004 <br />meeting of the Elk River Municipal Utilities Commission. The purpose of my attendance <br />was to speak with the Utilities Commission regarding the sharing of the prairie <br />establishment/maintenance costs outlined in the proposal submitted by Prairie Restorations. <br />With Cotntnissioner Anderson's use of volunteers to deduct $600 from the proposal, the <br />total cost proposed to be shared by the Utilities and the Park and Recreation Commissions <br />would have been $3,050.00, with the Utilities and Park and Recreation Conunissions each <br />paying $1,525. <br />After outlining the Park and Recreation Commission's position, answering questions, and <br />much discussion, the Utilities Commission respectfully declined the Park and Recreation <br />Commission's request to share in the cost of the prairie establishment proposal. The <br />Utilities Commission stated that they believed that they have "stepped to the plate" and <br />restored Royal Valley Park to the level requested by the Park and Recreation Commission. <br />They felt that the Park and Recreation Commission should pay for any additional work. <br />It appears that if the Commission desires to utilize expert assistance for the establishment of <br />the prairie at Royal Valley Park, it will need to be paid for from the Park Dedication Fund <br />out of the amount approved for the 2004 expenditures. <br />CC: Utilities Commission <br />S:\PLANNING\Parks\Royal Valley\02 11 04 P&R memo.doc <br />
