In addition, I see no correlation to the budget and the process of hiring a director. All of this is especially frustrating considering the efforts put forth by residents in this neighborhood in 2003 to make the park a reality. I also become frustrated when I drive around the city and see other developments with their parks completed. i.e.. Mississippi Oaks has two parks, Windsor Park III edition park was completed before the first house was sold. I'm sure there's good reasons for this, but this does nothing to address the fact that many in this neighborhood have waited at least 9 years for the completion of a park. I'm aware of the fact the residents share some blame because of our inability to agree on a park location. However, now that we have agreement I find it hard to believe we are not going to finish what we've started, sooner rather than later. I hope this issue can be resolved without having to rally the neighbors and petition the City of Elk River Park and Recreation Commission in the same manner as 2003. This only seems to prolong the process. If your hands are tied, I would appreciate your suggestions for taking this to another level in the very near future.
