It would also be nice to <br />come to some consensus as to what kind of criteria are being applied to determine which projects are deemed <br />due for funding. There are and will likely always be more needs than there are funds, so I think it is important <br />for us and for our constituents to understand how/why we are making decisions. To me the criteria should <br />come directly from the principles of our park plan. If the principles in our current draft plan are not able to be <br />directly interpreted than I think we need to review/amend the plan so that they can be. <br />Also, we need to understand how the expenditures relate to the income(park dedication fund). How do we <br />know what amount of money should be maintained in the fund and what should be spent in the near term on <br />investments in the system. I feel that this note confirms that feeling. <br />I would like to admit our mistake and take our lumps and revisit this issue. Having the 2004 CIP info <br />would be helpful, as would a list of promises made to our constituents.
