It would also be nice to
come to some consensus as to what kind of criteria are being applied to determine which projects are deemed
due for funding. There are and will likely always be more needs than there are funds, so I think it is important
for us and for our constituents to understand how/why we are making decisions. To me the criteria should
come directly from the principles of our park plan. If the principles in our current draft plan are not able to be
directly interpreted than I think we need to review/amend the plan so that they can be.
Also, we need to understand how the expenditures relate to the income(park dedication fund). How do we
know what amount of money should be maintained in the fund and what should be spent in the near term on
investments in the system. We should be able to predict the approximate annual income based on current
growth rates of the City and plan accordingly.
And for a newbie like me it would be nice to see what projects have been funded over the past few years to
give me a better understanding of which squeaky wheels have been greased in the recent past, and perhaps
how long those particular projects had been planned or discussed (skate park, trail rebuilds, etc.)
Paul Paige
Hoisington Koegler Group inc.
123 North Third S[reet, Suite 100
Minneapolis, MN 55401
612.252.7125 direct
612.338.6838 fax
visit us at www.hkgi.com
-----Original Message-----
From: Dave Anderson [mailto:danderson@cretexinc.com]
Sent: Thursday, January 29, 2004 10:11 AM
To: MMcpherson@ci.elk-river.mn.us
Cc: jlkuester@aol.com; James Nystrom; banddhork@msn.com; artanddj@juno.com; Paul;
duane@pri ntinga rtsi nc.com
Subject: RE: basketball court
Howdy folks
After our meeting, and in the days following, I felt that we did not do a good job on the budget for this
coming year. I feel that this note confirms that feeling.
I would like to admit our mistake and take our lumps and revisit this issue. Having the 2004 CIP info
would be helpful, as would a list of promises made to our constituents. I know this fly's in the face of
process and credibility because this has already gone to council, but what else would you expect from
me.
Dave
-----Original Message-----
From: David Badger [mailto:dtbadge@worldnet.att.net]
Sent: Wednesday, January 28, 2004 8:03 PM
To: MMcpherson@ci.elk-river.mn.us
Cc: Kathy Straus; louisekuester@aol.com; drpdesign@att.net; jlkuester@aol.com; Dave
Anderson; James Nystrom; banddhork@msn.com; artanddj@juno.com; ppaige@hkgi.com;
Michelle; ebecca.kovach@merrillcorp.com
Subject: Fw: basketball court
I /29/2004
