V. PUBLIC AND AGENCY INVOLVEMENT <br /> <br />The City of Elk River and Mn/DOT will be required to coordinate funding through their <br />cooperative agreement. <br /> <br />VI. DESIGN CRITERIA AND EXCEPTIONS <br /> <br />No design exceptions to Mn/DOT or AASHTO standards are required. <br /> <br />VII. JUSTIFICATION <br /> <br />The subject intersection was studied with respect to the signal warrants outlined in the 1991 <br />Minnesota Manual on Uniform Traffic Control Devices (MMUTCD). <br /> <br />A signal warrant analysis was done using projections of traffic volumes upon completion of <br />developments currently under construction. A second warrant analysis was done using volumes <br />representing projected traffic with development anticipated within the next two years. Both <br />analyses concentrated on Warrant Number 11, the Peak Hour Volume Warrant. Exhibit 3 shows <br />the results of both analyses in graphical form. As indicated in the exhibit, the combination of <br />T.H. 10 and cross-street high volume approach projected volumes plots above the line for two <br />intersecting roads each with two or more approach lanes. This is true for both analyses. <br /> <br />Further analysis was done with regard to 8-hour and 4-hour volumes. This was done by taking <br />the peak 8 hours of existing traffic and projecting the additional traffic due to the current and <br />anticipated development as a percentage of the peak hour volumes that were developed for the <br />analysis of Warrant 11. <br /> <br />This analysis showed that the intersection would meet Warrant Number 2, the Interruption of <br />Continuous Traffic Warrant, and Warrant 9, the Four-Hour Volume Warrant, at the time the <br />developments that are currently under construction are completed.
