Cvy of Ells River/Sherbume Coiurty Transportation Meevng <br />Duty 26, zoos <br />Page 2 <br />Bill asked about the installation of an underpass at the intersection of CSAH 33 and the Great <br />Nor-dmem Trail. Rhonda stated that to meet standards, the underpass had to be 12 feet by 14 <br />feet. She estimated the cost at $810 per lineal foot and $17,000 for each of the end sections. Bill <br />said that he understood these costs and that the City was willing to pay this amount. Rhonda <br />then went onto explain to Bill that Tiller Corporation was planning to install a box culvert 8 feet <br />by 6 feet for their gravel mining operation near the new intersection of CSAH 33 and County <br />Road 77. She asked whether the City and the Parks Department would be willing to pay for the <br />upsizing of that culvert to 12 feet by 14 feet, so that it could be used for a pedestrian underpass <br />in the future. She had a letter from C.S. McCrossan Construction, Inc. to Barton Sand and <br />Gravel, which she provided to Bill which indicated the difference in cost would be approximately <br />$80,000 - $90,000 to the City. Bill said that he thought the City would be interested in doing that <br />and he would discuss it with the Parks & Recreation Commission at their next meeting. <br />3. Proctor Avenue (County Road 33) No Parking Issue <br />Dick Corbin presented a map of Procor Avenue just north of CSAH 1. He indicated that he <br />has received complaints from the townhomes in the area that when events are held on the school <br />fields, parking along the roadway is causing traffic problems. He indicated there aze "no <br />parking" signs along the east side of the road and the County is interested in putting "no <br />parking" along the west side of the road. The issue is what is the correct process for doing so. <br />After discussion, it was determined that Rhonda would write Terry a letter indicating the <br />County's desire to post a portion of Proctor Avenue "no parking". Terry would then forward it <br />on to the City Council and ask them to adopt a resolution limiting parking along this pomon of <br />the roadway. Once that is passed, the County will sign that portion of Proctor Avenue <br />appropriately. <br />4. Twin Lakes Road/Tyler Street <br />Dick indicated to Terry that there has been a problem with the development of Twin Lakes <br />Estates and the realignment of Tyler Street. There previously was a bypass lane for northeast- <br />headedtraffic on CSAH 13 near the Christian Academy. When Twin Lakes Estates was <br />constructed, they were required to build a right turn lane off of northeast-bound CSAH 13 into <br />their development. The previously mentioned bypass lane and right turn lane essentially meet up <br />with each other, causing difficulty in the motoring public's understanding of the lane striping. <br />The County is proposing to eliminate the bypass lane by the Christian Academy by restriping just <br />a shoulder line. This will more clearly identify the right turn lane into Twin Lakes Estates. Terry <br />concurred with the County's plan of action. <br />5. VanDenBerg Driveway on CSAH 12 <br />Dick presented Terry a copy of a letter written by Terry back on November 30, 2004 in response <br />to a Dick Corbin letter dated October 29, 2004. Terry's letter was addressed to Mr. VanDenBerg <br />indicating that the County wanted his old driveway eliminated from CSAH 12. The driveway is <br />no longer in use and is causing erosion problems out onto the County road. Dick indicated that <br />nothing has been done since the date of this letter. Terry indicated that he would contact Mr. <br />VanDenBerg directly and remind him of the need to address this issue. <br />6. Kingdom Estates Second Addition <br />Terry indicated to Rhonda and Dick that there is some concern regarding the Count}~s letter and <br />requirements for right turn lane and bypass lane, along with land acquisition to construct these <br />facilities for Kingdom Estates Second Addition.
