City of Elk River/$herbuate County Transportation Meeting <br />J~ty zb, zoos <br />Page 3 <br />email from Mayor Klinzing to Michele McPherson, Director of Planning, regarding this issue. <br />Terry asked Rhonda and Dick to pull out any information from their files that they would have, <br />supporting their position and also asked them to provide any background information that <br />would support their feeling that the County has a right to ask for such improvements to the <br />County road system for developments that have no frontage on the County road. Terry <br />indicated that this will be an issue when this plat is considered by the City Council on August 15, <br />2005. Dick indicated that he would pull out the information in the next week or so and provide <br />it to Terry for inclusion in the City Council packet when this issue is presented. <br />7. Cotmty Road 33/77 Realignment <br />Rhonda indicated that she had received Terry's letter of July 11, 2005 regarding the County <br />Road 33/77 Federal project that the County is planning to undertake in the next year or so. <br />The issue that the letter addressed was land acquisition for this improvement along County <br />Road 33 west of the Great Northern Trad. Terry's letter indicated that he did not feel that <br />this portion of the project was federally funded in the 2006 STIP and for this reason and the <br />fact that the City had just been notified of this issue, the City would not be funding any land <br />acquisition for the Cotmty reconstruction project. Rhonda indicated to Terry that she had <br />spoken with Steve Voss of MnDOT after receiving the letter and had received assurance <br />from him that the description of the project limits in the STIP was incon-ect and that the <br />County could spend Federal funds on the entire length of the project. Terry indicated that <br />because of the late notice, they had not planned for nor budgeted any funds to pay for right- <br />of-way acquisition. Rhonda indicated that she was still planning to go forward with land <br />acquisition and asked whether or not the City would be willing to pay for the land <br />acquisition at some future date after having an opportunity to budget for the amount. Terry <br />suggested that this item should be put on the next meeting of the Transportation Committee <br />including the elected officials. <br />Terry did ask Rhonda when she thought the roadways would be back open to the public. <br />Rhonda indicated that it would be some time in 2007. <br />8. Next Meeting <br />Terry and Rhonda discussed what would be an appropriate day and time to change the <br />quarterly meeting to with the elected officials, so that Brian Bensen, County Adrnuiistrator, <br />can attend. Brian has a standing meeting on the fourth Tuesday of each month which causes <br />difficulty in getting to the quarterly meetings. It was concluded that both Rhonda and Terry <br />would check with their respective elected officials to detemuue whether or not the fourth <br />Monday at 3:30 p.m. would work for the parties.
