As I indicated previously <br />the horses are there only as an accessory use to the primary use <br />which is camping. The horses are not kept there as a purely agri- <br />cultural use which would be interpreted slightly differently. One <br />of the neighboring residents has indicated some concern that at <br />certain times of the year, there is a slight odor problem associated <br />with the keeping of the horses. <br />In order to deal with this particular concern which is anticipated <br />as one of the conditional use permit standards, the staff is suggest- <br />ing that the City Council make a specific requirement that the <br />horses housed at the Wapiti site be kept in such a manner that they <br />do not provide a nuisance to any neighboring property as defined in <br />the City's nuisance ordinance. It is also important to note that <br />while the nuisance ordinance requires the City to be sensitive to <br />agricultural nuisances, that the Wapiti Park Campground keeping of <br />horses not be regarded as an agricultural use in any sense and that <br />the provisions of the nuisance be .specifically and strictly adhered <br />to. <br />The other cor:cern of the Euilding and Zoning l',dministrator pertains <br />to the length of stay of individuals in the campground. To this <br />date, a number of individuals have stayed virtually year-round at <br />the camping facility which has caused some concern among the City <br />~ staff. The sites are not developed for long-term stay and are not <br />intended to be used in this manner. Again, inasmuch as the primary <br />`a use of the facility is for camping and recreational use which has <br />definitely different needs than permanent residence, it is felt that <br />the City Council should address the length of stay by individuals <br />at the site. The staff would suggest that the City Council make <br />as a condition, that individuals may utilize the Wapiti Park Camp- <br />ground facilities from May lst to September 30th for an unrestricted <br />length of time. However, in any other month besides the ones pre- <br />viously mentioned, that stays at the Wapiti facility to limited to <br />a two-week maximum. <br />In light of the Planning Commission's positive recommendation, it <br />is recommended that the City Council grant a conditional use permit <br />to the Wapiti Park Campground facility, consistent with the con- <br />ditions and recommendations made by the Planning Commission, and fur- <br />ther, with the two conditions specifically enumerated regarding <br />nuisance associated with livestock at the site and the length of <br />stay of campers at the facility. <br />Respectfully submitted, <br />~~ ~~~ ~ <br />Robert C.
