Wapiti Park Campground, Inc. <br />'~ ~ .March 15, 1984 <br />Page Two <br />~~ <br />As can be seen from the Building and Zoning Administrator's memo- <br />randum, the Planning Commission minutes and the motion and con- <br />ditions attached, a rather thorough review was conducted by the <br />Planning Commissioners. In their discussion, a great deal of <br />their concerns and conditions were aimed at dealing with the <br />following conditional use permit conditions as specified in the <br />City Code: <br />i. Will not endanger, injure or detrimentally affect the use <br />and enjoyment of other property in the immediate vicinity <br />or the public health, safety, morals, comfort, convenience <br />or general welfare of the neighborhood or the City; <br />iii. Will not impede the normal and orderly development and im- <br />provement of surrounding vacant property; <br />iv. Will be served adequately by and will not adversely affect <br />essential public facilities and services including streets,, <br />police and fire protection., drainage, refuse disposal, water <br />and sewer systems, parks a.nd schools; and will not, in parti- <br />cular, create traffic congestion or interference with traffic <br />on adjacent and neighboring public thoroughfares; <br />v. Will not involve uses, activities, process, materials, equip- <br />ment and conditions of operation that will be detrimental to <br />any persons or property because of excessive traffic, noise, <br />smoke, fumes, glare, odors, dust or vibrations; <br />~ In reviewing the request for a conditional use permit the staff <br />~~ agrees with all of the conditions imposed by the Planning Commission <br />and recommends that each of these be utilized by the City Council <br />in granting a conditional use permit. Of particular importance and <br />note are the conditions which indicate that support facilities at <br />the Wapiti Park Campground site are intended not for the general <br />community use, but just as accessory uses for support services only <br />for individuals utilizing the campsite. It is important to emphasize <br />that the primary use for the facility is for camping and that the <br />store, restaurant, stables and other types of things at the facility <br />are only accessory to and support the primary use of camping. <br />While the Planning Commission did an excellent job in reviewing the <br />conditional use permit, there are two items which were reviewed and <br />discussed in the Building and Zoning Administrator's memorandum which <br />were not addressed either fully or completely by the Planning Com- <br />mission in their conditions. These two items involve the length of <br />stay of paricular campers at the site and nuisance problems associated <br />with the keeping of livestock at the camping facility. <br />As indicated in the Building and Zoning Administrator's memorandum an <br />the White`s submission of activities conducted, there are horses <br />which are maintained at the campground facility for use in hayrides <br />and other recreational events associated with camping recreational <br />opportunities. The staff has no particular concerns over the pro- <br />~ vision of these services or the keeping of the horses, but is con- <br />(~; cerned that the horses be kept in such a manner as not to pxovide <br />
