PROJECT DESCRIPTION <br /> <br />COUNTY ROAD 12: <br />The county will reconstruct County Road 12. No <br />expansion of the road or realignment of the road is <br />anticipated beyond the Schultz property. Between the <br />Schultz property and Highway 169 an urban designed <br />project is anticipated along with a trail. <br /> <br />UPLAND AVENUE INTERSECTION AND SIGNAL: <br />Reconstruction of Upland Avenue and installation of a <br />signal at the Highway 10 intersection. This work <br />includes improvements along the frontage road on the <br />north side of Highway 10. <br /> <br />LIONS PARK SKATING RINK: <br />Installing concrete and permanent boards and fencing in <br />the outdoor skating rink in Lions Park for ice skating in <br />the winter and skateboarding in the summer. <br /> <br />VILLAGE ESTATES, ULYSSES STREET, AND <br />HOBBIT HILLS OVERLAY: <br />One and one-half inch overlay street improvement <br />project. <br /> <br />COST AND FINANCING <br /> <br />$800,000 - This project will be 100 percent financed by <br />the county except the trail component which will be <br />split by the city and county. The city share of $15,000 <br />will come from park dedication fees. Some extra street <br />design components may be requested and paid for by <br />the property owner to the south (Hohlen). <br /> <br />$470,000 - The signal will be $200,000 and 50% will be <br />paid by the state, 25% by the county, as Upland is a <br />county road, and 25% by the city. This $50,000 signal <br />expense of the city will be financed with MSA funds. <br />The $270,000 street work for the frontage road and <br />intersection improvements will be jointly financed by <br />the state and the county. Some minor expenses on the <br />south part of Highway 10 will be financed by the city <br />with its capital projects or street reserves. <br /> <br />$45,000- This will be a city expenditure, $30,000 of <br />which is for concrete, out of the city park dedication <br />fund and from donations from local organizations (i.e. <br />American Legion, Lions Club, Elk River Bowl, etc.) <br /> <br />$180,000 - the city will bond for this project in the <br />summer of 1998. Assessments to the 140 benefited <br />property owners will pay off this bond over a five year <br />repayment schedule. <br /> <br />Capital Improvement Program (CIP) Year - 1998 Page 2 <br /> <br /> <br />
