Elk River City Council Minutes <br />July 28, 1997 <br /> <br />Page 4 <br /> <br />4.8. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO CONTINUE THE PUBLIC HEARING ON THE <br />PRELIMINARY PLAT REQUEST TO THE AUGUST 18, 1997, CITY COUNCIL MEETING. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Consider Security Packaqe for the Elk River Ice Arena <br /> <br />City Administrator Pat Klaers indicated that the city received two quotes for a <br />security system for the Ice Arena. He indicated that the bids were as follows: Elk <br />River Utilities - $2,794.68 and General Security Services Corporation (GSSC) - <br />$12,334.00. It was noted that the two bids are not comparable as the GSSC <br />system is much more elaborate. The City received the GSSC proposal first, then <br />asked the Utilities for a proposal that would cover only the bare necessities <br />because we could not afford very much at this time. Pat Klaers indicated that <br />staff is recommending that the Council accept the bid from Elk River Utilities. <br /> <br />COUNCILMEMBER FARBER MOVED TO AWARD THE BID FOR THE ICE ARENA SECURITY <br />SYSTEM TO ELK RIVER UTILITIES AT $2,794.68 AND TO FUND THE PROJECT USING 1/2 OF <br />THE AMOUNT FROM EQUIPMENT RESERVES AND THE OTHER 1/2 FROM CAPITAL <br />PROJECTS RESERVE. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />Open Mike <br /> <br />Dave Weber presented a petition to extend the deadline date for the mobile <br />home park to September 1. <br /> <br />COUNCILMEMBER FARBER MOVED TO FORWARD THIS REQUEST TO THE CITY <br />ATTORNEY AND TO DIRECT THE ATTORNEY TO CHANGE THE 60 DAY TIME PERIOD TO <br />90 DAYS IF ALLOWED. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />Consider Feasibility Study for the Trunk Utility and Major Transportation <br />Improvements (and Official Map) for Eastern Elk River Phase I <br /> <br />City Engineer Terry Maurer reviewed the major issues of the Eastern Area Phase I <br />feasibility study which included sanitary sewer, water main, trunk storm drainage, <br />streets and projected costs. Councilmember Holmgren stated that the proposed <br />assessment of $6,000 per lot is based on an appraisal that is two years old. He <br />suggested that the city consider having the property reappraised due to the <br />increase in land value in the City of Elk River. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE REPORT AS PRESENTED BY <br />THE CITY ENGINEER IN RELATION TO THE EASTERN AREA PHASE I FEASIBILITY STUDY. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER FARBER MOVED TO AUTHORIZE THE CITY ENGINEER TO PROCEED <br />WITH THE OFFICIAL MAPPING PROCESS OF THE ROAD (COUNTY ROAD 12 TO 171sT <br />AVENUE AND COUNTY ROAD 12 AND 13) TO INCLUDE STAKING, HOLDING A PUBLIC <br />HEARING AND FILING THE DOCUMENT. COUNCILMEMBER HOLMGREN SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br /> <br />
