MEMORANDUM <br />fiver <br />TO: Mayor and City Council <br />FROM: Phil Hals, Street Superintendent <br />DATE: December 15, 2010 <br />SUBJECT: City Compost Fees <br />In July of 2010, the Ciry of Ells River and the Ciry of'1.immerman instituted a program of <br />selling compost use permits to residents to support the compost and brush drop off site. <br />The cost to residents was $ 10.00 fox an annual permit and the commercial fee was $ 100.00. <br />The City of Elk River collected just over $ 7,000 for the half season to help offset <br />operational costs. <br />The grinding costs of all four county compost sites have been funded by SCORE grants. <br />In September, the Sherburne County Board passed a motion stating that county residents <br />should be allowed to drop off brush, grass clippings and leaves free of charge or the County <br />would withdraw SCORE funds. <br />The Sherburne County Municipal Recycling Board is currently negotiating with the County <br />on funding for 2011-13. Staff recommends suspending the selling of the compost use <br />permits fox 2011 and having the County Eund the grinding for 2011 at this point in time. <br />The County Board is to consider this proposal at their January 18, 2011 meeting. If the <br />County's decision is not favorable for the Ciry of Elk River, Staff will return to the Council <br />to either reinstate the compost permit program or modify the program to best deal with <br />needs of the Elk River residents. <br />2010 Coacspondcnce/12-15-1OS1C memo Ciry Compos[ Fees <br />
