City Council Minutes <br />June 2, 1997 <br />Page 2 <br /> <br />Cliff Skogstad, Building Official, was present to explain the proposed sub-floor <br />heating system for the ice arena locker room area (Agenda Item 6.5.) <br /> <br />COUNCILMEMBER FARBER MOVED TO APROVE COST SHARING WITH YOUTH <br />HOCKEY FOR ADDITIONAL COSTS ASSOCIATED WITH SUB-FLOOR HEATING <br />ALTERNATE, AND TO ADD SPRINKLING HEAD CORRECTIONS IN THE LOCKER ROOM <br />AREA AS PART OF THE ICE ARENA CONSTRUCTION BUDGET. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The PA system, security system and Zamboni machine for the ice arena were <br />discussed. The Council directed staff obtain additional quotes for a PA system <br />and security system and expressed their suppod for use of Equipment reserves <br />and Capital Project reserves to fund these two items. The Council also directed <br />the City Administrator to send a letter to the School District regarding their offer to <br />share the cost up to $5,000 for the purchase of a PA system. <br /> <br />Open Mike <br /> <br />Dave Webber, resident of the Hohlen Trailer Park, questioned the status of the <br />trailer park purchase. Mayor Duitsman explained the city ordinance requires the <br />developer to pay relocation costs to the residents, but at this time, the developer <br />has not made a decision to buy the property and it is likely they will wait until the <br />feasibility study for extension of utilities is completed in mid-July. Pat Klaers noted <br />the city attorney is reviewing the 9 month notice situation and will be advising the <br />city on this issue. <br /> <br />Lance Cunningham, representing Elk River Skateboards, Inc., was present to <br />request permission to schedule a fundraising event at Orono Park for June 19, <br />1997. He distributed a proposal for the event and discussion followed. The <br />Council directed Lance to meet with the Police Chief to discuss using the Orono <br />Park location for late July and suggested the group proceed with an event on <br />June 19th at the ice arena. <br /> <br />Discussion followed regarding areas in the city where skateboarding is allowed. <br />Phil Hals will be working with Jeff Asfahl for possible sites. <br /> <br />The City Council recessed at this time (7:36 p.m.). The City Council reconvened at <br />7:45 p.m. <br /> <br />Capital improvement Program (continued) <br /> <br />The Council reviewed the 1997 Capital Improvement Program projects. Highlights <br />of the discussion included the 197th and Highway 169 signalization, the 193rd and <br />Evans intersection, the Highway 169 pedestrian bridge, surface water <br />management issues, the Business Park Phase II project (see the 5/21/97 memo), <br />the Naples Street project (see 5/28/97 memo), the Highland Avenue water and <br />possible sidewalk and street project, and railing for the south side of the Orono <br />Dam bridge. <br /> <br /> <br />
