The new licenses went to companies that will be providing a new <br />type of wireless communication service called personal communication <br />system (PCS). PCS is similar to cellular phones but operate at different <br />frequencies and require more communication facilities. <br /> <br />The Federal Government also recently passed the Federal <br />Telecommunications Act. Language in the Act reads, "Except as provided in <br />this paragraph, nothing in this act shall limit or affect the authority of a <br /> <br />13065 Orono Parkway · P.O.
