Memo to the Mayor and City CounciUP 97-4 <br />May 19, 1997 <br />Page 2 <br /> <br />has been adjusted in accordance with staffs comments for granting <br />preliminary plat approval. However, staff did raise the issue during the <br />preliminary plat that several corner lots did not meet the minimum width <br />requirement of 100 feet. It appears as though Lot 7, Block 2 is only 92 feet <br />wide at the building setback. Given the width of Lots I - 6 in the same block, <br />it appears as though the lot lines could be adjusted slightly to achieve 100 <br />foot lot widths. The 100 foot lot width is often times critical since corner lots <br />have a 30 foot setback offeach lot line adjacent to the street. If the lot is less <br />than 100 feet, the options for placing a house on that lot may be limited. <br /> <br />Park Dedication <br /> <br />The park dedication requirements for this development were previously <br />satisfied with the dedication of a 3.9 acre park, along with a trail corridor <br />along the east side of the development. <br /> <br />Recommendation <br /> <br />It is recommended the City Council approve Resolution No. 97- , granting <br />final plat approval for Hillside Estates Sixth Addition with the following <br />conditions: <br /> <br />A developer's agreement be prepared and executed prior to releasing <br />the final plat for recording. <br /> <br />Street lights be installed throughout the development as required by <br />Elk River Municipal Utilities. <br /> <br />o <br /> <br />Payment of the surface water management fee be made prior to <br />releasing the final plat for recording. <br /> <br />o <br /> <br />Payment of a water availability charge to Elk River Municipal Utilities <br />be completed prior to releasing the final plat for recording. <br /> <br />o <br /> <br />The developer's engineer certify the grading has been completed prior <br />to the issuance of any building permits. <br /> <br />Prior to releasing the final plat for recording, all outstanding <br />engineering and legal fees relating to this plat be paid. <br /> <br />o <br /> <br />A grading and development plan be submitted for the City Engineer's <br />review and approval prior to issuance of building permits. <br /> <br />k\elkriver\sys\shrdoc\council\p97-4.doc <br /> <br /> <br />
