However, staff did raise the issue during the preliminary plat that several corner lots did not meet the minimum width requirement of 100 feet. It appears as though Lot 7, Block 2 is only 92 feet wide at the building setback. Given the width of Lots I - 6 in the same block, it appears as though the lot lines could be adjusted slightly to achieve 100 foot lot widths. The 100 foot lot width is often times critical since corner lots have a 30 foot setback offeach lot line adjacent to the street. If the lot is less than 100 feet, the options for placing a house on that lot may be limited. Park Dedication The park dedication requirements for this development were previously satisfied with the dedication of a 3.9 acre park, along with a trail corridor along the east side of the development. Recommendation It is recommended the City Council approve Resolution No. 97- , granting final plat approval for Hillside Estates Sixth Addition with the following conditions: A developer's agreement be prepared and executed prior to releasing the final plat for recording. Street lights be installed throughout the development as required by Elk River Municipal Utilities. o Payment of the surface water management fee be made prior to releasing the final plat for recording. o Payment of a water availability charge to Elk River Municipal Utilities be completed prior to releasing the final plat for recording. o The developer's engineer certify the grading has been completed prior to the issuance of any building permits. Prior to releasing the final plat for recording, all outstanding engineering and legal fees relating to this plat be paid. o A grading and development plan be submitted for the City Engineer's review and approval prior to issuance of building permits. k\elkriver\sys\shrdoc\council\p97-4.doc
