During the second 24-hour count, this volume was met for six <br />hours. Since this intersection does not have a volume of 500 vehicles for <br />at least eight hours each day, this warrant is not met. <br /> <br />b) <br /> <br />The combined vehicular and pedestrian volume from the minor street <br />or highway must average at least 200 units per hour for the same eight <br />hours, with an average delay to minor street vehicular traffic of at least <br />30 seconds per vehicle during the maximum hour, but <br /> <br />Pedestrian counts were not taken. However, during the time the traffic <br />counters were set up and taken down, very little pedestrian volume was <br />observed. Therefore, the volumes involve only those of vehicles. During <br />the first 24-hour count, this volume warrant was met for one hour. During <br />the second 24-hour count, this volume warrant was met for zero hours. <br />Since the minor street does not have a volume of 200 vehicles per hour for <br />eight hours each day, this warrant is not met. Because the first part of this <br />warrant was not met, a delay study was not conducted to determine if the <br />second part of this warrant is met. <br /> <br />b) <br /> <br />When the 85-percentile approach speed of the major street traffic <br />exceeds 40 miles per hour, the minimum vehicular volume warrant is <br />70 percent of the above requirements. <br /> <br />The speed limit of Gates Avenue is 30 mph. Therefore, the warrant <br />reduction does not apply. <br /> <br />Based on the fact that none of the warrants for 4-way stop control are met at this <br />intersection, it is our recommendation that stop signs not be added at northbound and <br />southbound Gates Avenue at this time. <br /> <br />Please contact us if you have any questions or would like further study completed. <br /> <br />Sincerely, <br /> <br />Terry J.
