Box 490 <br />Elk River, MN 55330 <br /> <br />RE: <br /> <br />THIRD STREET/GATES AVENUE <br />4-WAY STOP SIGN STUDY <br /> <br />Dear Council Members: <br /> <br />Per your request on April 7, 1997, an analysis was done to determine if a 4-way stop is <br />warranted at the intersection of Gates Avenue and Third Street (see Exhibit A). There are <br />currently stop signs for both eastbound and westbound Third Street. Traffic counts were <br />taken from April 22 to April 24 for all approaches of the intersection. A 48-hour count was <br />taken, with volumes recorded every 15 minutes. A summary of those counts is found in <br />Appendix A. Accident records were also obtained and are found in Appendix B. The <br />warrants for installation of multi-way stop signs, found in the Minnesota Manual of Uniform <br />Traffic Control Devices, were then used to determine whether or not a recommendation should <br />be made to install stop signs for northbound and southbound traffic on Gates Avenue. <br /> <br />The warrants for multi-way stop signs, and the degree to which they are met at this <br />intersection, are as follows: <br /> <br />Where traffic signals are warranted and urgently needed, the multi-way stop is <br />an interim measure that can be installed quickly to control traffic while <br />arrangements are being made for the signal installation. <br /> <br />A traffic signal is neither warranted nor urgently needed at this intersection. <br />Therefore, this warrant is not met. <br /> <br />An accident problem, as indicated by five or more reported accidents in a 12- <br />month period, of a type that could be correctable by a multi-way stop installation. <br />Such accidents include right and left turn collisions, as well as right angle <br />collisions. <br /> <br />One accident was reported at this intersection in 1992, two in 1993, three in 1994, two <br />in 1995, and two in 1996. Therefore, this warrant is not met. <br /> <br />3.
