In reading through the comments, the comments were mainly positive. There were a few <br />who advocated using the funds for a bridge rather than fencing and lighting. The pedestrian bridge <br />enhancement project appears to be high enough on the list to make the Fiscal Year 2000 programming. <br /> <br />I have discussed this proposal with Jim Povich and Don Raisanen. The city could choose to initiate the <br />fencing project under the Local Initiative (municipal agreement) Program. The city would be reimbursed <br />for costs per an agreement at the time of letting. In reviewing the cost participation policy, we feel the <br />State's responsibility is 60% of the construction costs (see page 17, 8.13.1 FENCING, 3rd paragraph). <br />If the city accepts total responsibility for the maintenance of the fence, it would reduce the city's <br />construction cost participation. <br /> <br />I look forward to a concept plan prepared by the city. As indicated by phone last week, Mn/DOT's <br />lighting section will design the lighting project for a summer 1997 letting.
