Memo to the Mayor and City Council/CU 97-5 Page 3 <br />April 21, 1997 <br /> <br />increased security to the rear of the center and adequate visibility along the <br />driveway. <br /> <br />Parking <br /> <br />The site plan approved in 1995 included 158 parking spaces. The parking <br />requirement for a bar is one space for every 50 square feet of floor area; the <br />parking requirements for the bar, including the outdoor patio, is 115 spaces. <br />The parking requirement for the center, including the daycare center, the <br />sports bar and the remainder of the retail center is 200 spaces. Technically <br />the center does not meet the parking requirements. However, since the peak <br />parking demand for the various businesses currently in the center come at <br />different times of the day, the 158 spaces may be adequate to meet the needs <br />of the current businesses located in the center. <br /> <br />If the sports bar is considered a class I restaurant, which is what the <br />applicant is requesting a conditional use permit for, the parking <br />requirements would be 58 spaces and the total number of parking spaces <br />required for the center would be 143 (58 for the restaurant and 85 daycare <br />and the remainder of the center). If the sports bar was considered a class I <br />restaurant, the center would have enough parking spaces to comply with the <br />parking requirements. <br /> <br />Si~na~e <br /> <br />Signage shall be installed per the Hillside Crossing Retail Center signage <br />requirements. The applicant is proposing to install wall signs on the tower <br />portion of the building and have a sign on the existing freestanding <br />development sign on Highway 169. <br /> <br />On Sale Liquor <br /> <br />On sale liquor requires a license from the City council as well as a conditional <br />use permit. The City does not have any setback requirements for liquor <br />establishments from facilities such as a daycare center. <br /> <br />Planning Commission Meeting <br /> <br />At the Planning Commission meeting held on March 25, 1997 no one spoke at <br />the public hearing. Commission discussion centered on the access to the patio <br />seating area, lighting and signage.
