This issue was <br />a condition of the approval of the Heying Addition plat. Therefore, this issue needs <br />to be addressed as part of the Applebee's Site Plan review. <br /> <br />As part of the approval of the entire Heying Addition plat, storm drainage and <br />internal traffic routes were reviewed and approved. There currently is a proposal <br />to develop a Holiday Stationstore on Lot 1 and the Applebee's on Lot 3. It appears <br />that it will be necessary to develop the ponding and the transportation route through <br />Lot 2 to ensure that the concepts approved with the plat approval are functional for <br />these first two developments. The plan should be modified to indicate how many <br />improvements are planned to be constructed on Lot 2, south of Applebee's. <br /> <br />There is a proposed monument sign in the southwest corner of the site. This <br />monument sign appears to be close to the 10-foot drainage and utility easement, <br />along the front of the lot. Care should be taken to place this sign outside of that <br />easement. The same is true of the storm sewer at the access off of Freeport <br />Avenue. This storm sewer should be placed outside of the 10-foot drainage and <br />utility easement. <br /> <br />The storm sewer at the access off of Freeport Avenue shows a 12-inch stub <br />extended to the north. The stub falls directly adjacent to a curb line. It is not clear <br />if it is the intent to construct this concrete curb and gutter and parking area at this <br />time, or to leave it undeveloped. If it is constructed at this time, it will be <br />necessary to remove it in the future when the storm sewer line is extended further <br />north. The plans should be modified to reflect what is intended to be built as part <br />of the Applebee's development and what is intended for the future. <br /> <br />As part of the approval for the Heying Addition, the grading of the ponds included <br />a 10-foot area directly behind the sidewalk along Freeport Avenue which was <br />essentially flat with one foot of fall in 10 feet. It appears that the Grading Plan for <br />the Applebee's site reflects a steeper slope than was approved. The Grading Plan <br />should be modified to reflect the flat area immediately adjacent to the sidewalk. <br /> <br />The storm sewer calculations submitted with the Applebee's plans appear to be <br />adequate. We would note, however, that the plan sheet showing the drainage areas <br />still indicates that the pond outlet is to be built by others. This outlet will need to <br />be constructed prior to or with the Applebee's improvements, so that the storm <br />drainage system is functional. <br /> <br /> <br />
