Memo to the Mayor and City Council/P 96-13 <br />March 17, 1997 <br /> <br />Page 5 <br /> <br />Lot 24, Block 4 is a lot which may need to be revised based on the <br />reconfiguration of Highland Road. Basically, the geometrics of Highland <br />Road as it intersects with Proctor will need to be modified to include a 100 <br />ft. tangent section prior to beginning the curve of the road. This may <br />influence the develop ability of Lot 24, resulting in its elimination. <br /> <br />Park & Recreation Commission Recommendation <br /> <br />The Park & Rec Commission has discussed the proposed plat and have <br />recommended the following: <br /> <br />· Park dedication requirements be satisfied through the payment of cash. <br />· Developer provide a sidewalk along Proctor Avenue. <br />· Consideration be given to cul-de-sacing the road, leaving Lafayette Woods <br /> from the north into the proposed plat, in order to safe existing vegetation. <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission has reviewed the proposed plat at two separate <br />pubhc hearings. The Planning Commission originally reviewed the plat on <br />November 26th and postponed action on Good Value Home's request and <br />asked the developer to address the following issues: <br /> <br />· Status of 193rdAvenue <br />· Tree preservation along the north <br />· Improved traffic circulation <br />· Sidewalk along Proctor Avenue <br />· Status of Rush Street - utilities, common transportation/pedestrian <br /> connection with Lafayette Woods <br />· Revise lot depths/gradingissues <br />· Eliminate park area <br />· Drainage issues and how they may affect adjacent properties <br /> <br />At the February 25, 1997 public hearing, the Commission felt the developer <br />did not address these issues adequately; therefore, recommended denying the <br />preliminary plat request, based on the following findings: <br /> <br />The proposed plat does not take into consideration the physical <br />characteristics of the site such as topography and vegetation and <br />incorporate these into the design. <br /> <br />s:kcouncilkp96-13x.doc <br /> <br /> <br />
