county uses the following three appraisal firms: Mike Amo, Panger and <br />Benson, and Patchen and Associates. <br /> <br />Additionally, two tenants of the mobile home park called with information on <br />firms that they felt were qualified to do appraisal work. One of the firms <br />referred to me by a tenant was Wright Sherburne Realty and the individual <br />from this firm that I was referred to is a mobile home dealer and is not a <br />licensed appraiser. The other firm suggested to me by another tenant was <br />Riverside Appraisals and, in this regard, I had a telephone conversation with <br />Seth Foster regarding his experience with mobile home appraisals and have <br />sent him a letter requesting that he submit his qualifications (see <br />attachment). <br /> <br />In a March 17, 1997, telephone conversation with Mr. Berge Hansen, of <br />Newcombe and Hansen, he indicated that no one in his firm has the <br />certification necessary to do appraisals for mobile home units. The <br />Newcombe and Hansen firm typically does appraisals on mobile home parks, <br />but not on individual homes within the park. <br /> <br />At this point, I am awaiting the receipt of the qualifications from Alpine <br />Appraisal Services, Credit Management Resource Corp., and Riverside <br />Appraisals. If the information from these firms is received in a timely <br />manner, it will be included in this packet. If not, I will distribute the <br />relevant information at the March 17, 1997, Council meeting and offer my <br />recommendation at that time. <br /> <br />In reviewing the proposed ordinance with the City Planner and the City <br />Attorney, it should be noted that the ordinance provides for the City to <br />ensure that there is a fair process established in determining the market <br />value of the manufactured homes. The City is selecting the appraiser or <br />appraisers that the tenants and owners can use. The ordinance does not <br />require the City to hire the appraiser to do the work of appraising the <br />manufactured homes. The ordinance calls for the purchaser of the park to <br />pay the cost of the appraisal. <br /> <br />s:\council\mobhmapr <br /> <br /> <br />
