'ty of <br /> <br />ITEH 6.2.b. <br /> <br />MEMORANDUM <br /> <br />iver <br /> <br />Mayor & City Council <br /> <br />FROM: <br />DATE: <br /> <br />Pat Klaers, City Admi~~ <br />March 17, 1997 <br /> <br />SUBJECT: Mobile Home Appraiser <br /> <br />On February 18, 1997, the City Council approved a motion in support of a <br />manufactured home park closing ordinance and directed that a pubic hearing <br />be held on March 17, 1997, to consider this ordinance. Part of the ordinance <br />states that the value of the manufactured homes should be based on an <br />appraisal of the estimated market value. The proposal that determined the <br />value of the manufactured home by using the county's assessed value <br />information was rejected by the Council. The ordinance under consideration <br />by the City Council on March 17 also states that the City Administrator will <br />select the independent appraiser. <br /> <br />On February 19 and 20, 1997, I sent letters to the following individuals <br />requesting information on qualified firms that they are aware of who could <br />conduct the independent appraisal (see attachments): <br /> <br />· Ty Bischoff, County Assessor <br />· Mark Brunner, Executive Vice President, Minnesota Manufactured <br /> Housing Association <br />· Earl and Lorraine Hohlen, Owners of Elk Terrace Mobile Home <br /> Court <br />· Heather Bergmann, Elk Terrace Mobile Home Court Tenant <br /> <br />Additionally, I had Assistant City Planner, Scott Harlicker contact Green <br />Tree Financial Corporation, Minnesota Manufactured Housing Association, <br />and Mobilhome Minnesota in order to get information on qualified appraisal <br />firms. The appraisal firms that Scott received references on are noted in his <br />attached memo dated 2/28/97. <br /> <br />Mr. Hohlen responded to my request for information on firms in writing and <br />supported the Alpine Appraisal Services firm and the Newcombe and Hansen <br />firm. Heather Bergmann responded with a telephone call and indicated <br />support for Credit Management Resource Corp. These are also the three <br />firms that the Assistant City Planner received information on, so I sent these <br />three firms a letter requesting information on their qualifications (see <br />attachments). I did not receive anything in writing from Mr. Brunner or Mr. <br />Bischoff. However, the County Assessor did verbally advise me that the <br /> <br />13065 Orono Parkway · P.O.
