ITEM 5.1. <br /> <br />City of <br /> <br />iver <br /> <br />MEMORANDUM <br /> <br />Mayor and City Council <br /> <br />FROM: Steve Ach, City Planner.~2~/~ <br /> <br />DATE: <br /> <br />March 3, 1997 <br /> <br />SUBJECT: <br /> <br />Request to Amend PUD Agreement <br />for the Cottages of Elk River by <br />Derrick Investment Company, Public <br />Hearing Case No. CU 96-19 <br /> <br />Issue <br /> <br />To consider Derrick Investment's request to amend the planned unit <br />development agreement for the Cottages of Elk River, eliminating the <br />residency requirement of the project's intent to be a housing development for <br />active adults 55 years old and over. <br /> <br />Attachments <br /> <br />Report to the Planning Commission dated February 25, 1997 <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission held a public hearing to review this <br />request on February 25, 1997. At that meeting there was testimony <br />received from surrounding residents that were disappointed with <br />Mr. Derrick's request to eliminate the residency requirement. The <br />following is a list of issues raised by the Planning Commission and <br />residents: <br /> <br />· Density of the project <br />· Traffic onto Jackson <br />· The project was presented as having no impact to the schools <br />· No off-street parking was required because of the senior housing <br /> project <br />· One access point into the project was approved based on the traffic <br /> of a senior housing project <br />· Pedestrian circulation <br />· Curb and gutter on private driveways <br /> <br />13065 Orono Parkway · P.O.
