Memo to the Mayor and City Council/CU 96-28 <br />February 18, 1997 <br /> <br />Page 2 <br /> <br />Overview <br /> <br />The City of Elk River is proposing to construct a 12,818 sq. ft. liquor store <br />facility within the Hillside Crossing Planned Unit Development. The <br />building will consist of a first floor area of 7,858 sq. ft. and a basement of <br />4,960 sq. ft. The basement area will be used for storage of product while the <br />first floor will be dedicated to retail sales. <br /> <br />Planned Unit Development <br /> <br />All new construction within the Hillside Crossing Planned Unit Development <br />is required to obtain a conditional use permit for site plan review. This <br />application is typical of all planned unit developments recently approved in <br />the city. The planned unit development agreement and concept plans <br />previously approved for Hillside Crossing contained certain criteria and <br />performance standards. The proposed plans for the liquor store comply with <br />the specified standards. <br /> <br />Parking/Access <br /> <br />The proposed project will have two access points off Evans Street. The <br />southernmost access will be aligned with the access point into Sax Grocery <br />Store. The second access further to the north on Evans is located in the <br />approximate location as identified on the concept plans as they were <br />approved for the Hillside Crossing Planned Unit Development. <br /> <br />The proposed plans include a total of 69 available parking stalls on site. <br />There has been some discussion regarding trailer/RV parking on this site. <br />The liquor store manager has indicated that he would prefer to see the <br />parking lot striped for passenger vehicles and allow recreational vehicles to <br />park wherever it may be convenient for them. This is basically how the <br />parking of recreational vehicles occurs at the current liquor store and there <br />has not been an obvious concern. <br /> <br />Signa~e <br /> <br />The signage proposed for the liquor store includes one wall sign on the south <br />elevation facing 193rd and one wall sign facing the west directed towards <br />Highway 169. In addition to these two wall signs, there is an electronic <br />reader board over the entrance to the liquor store which will be oriented <br />towards the intersection of Highway 169 and 193rd. <br /> <br />.cil\cu96-28.doc <br /> <br /> <br />
